MEMORANDUM OF UNDERSTANDING
UTILISATION OF SERVICES OF VENTURERS SEARCH AND RESCUE BY HAMPSHIRE CONSTABULARY

1.0 Purpose:

 

1.1 This memorandum of understanding is designed to assist in the management of Emergency assistance that is provided to the Police or other Organisations by the Venturers Search and Rescue. The shared intention is to establish procedures which will encourage liaison and encourage individuals to pursue their lawful activities. It is not intended that it should create a legally binding contract between the Hampshire Constabulary and the Venturers Search and Rescue.

 

1.2 The memorandum outlines the responsibilities placed upon the management of the Venturers Search and Rescue and the Hampshire Constabulary in the particular circumstances agreed upon.

 

1.3 The Hampshire Constabulary will endeavour to carry out their duties in accordance with this Memorandum, but the use of Police resources will be subject to the Senior Officer present at the time. The Hampshire Constabulary reserve the right to revise these arrangements, but where this is necessary the Venturers Search and Rescue will be informed and where possible consulted beforehand.

 

1.4 At all times. Venturers Search and Rescue will act as independent agents and will not be acting on behalf of Hampshire Constabulary.

 

2.0 The Role of the Police:

 

2.1 As far as is reasonably practicable the role of the Police will be to:

• Request the services of the Venturers Search and Rescue in appropriate circumstances.

• Co-ordinate the deployment of the Venturers Search and Rescue either at incidents or in a standby role.

 

2.2 Events may be either spontaneous or pre-planned. In respect of spontaneous incidents, the Operational Support Unit at Lyndhurst Police Station will confer with the Senior Police Officer and with that Officer's permission notify the Venturers Search and Rescue of the incident. The Venturers Search and Rescue will be deployed to either the incident location or a standby area. Where Operational Support Unit is not available to undertake this role, Police Control Room at Netley Support HQ will if necessary.

 

In respect of pre-planned incidents, Operational Support Unit or the Duty Inspector will contact the Venturers Search and Rescue in appropriate circumstances.

 

2.3 All deployments made by the Police to the Venturers Search and Rescue will be considered as non-emergency calls and any Venturers Search and Rescue vehicles are to comply with Road Traffic legislation. The Police reserve the right to also ask for the attendance of Statutory Emergency Bodies.

 

2.4 Police will maintain primacy at all incidents.

 

3.0 The Role of the Venturers Search and Rescue

 

3.1 The Venturers Search and rescue may respond to incidents on their own initiative, or at the request of the Police.

 

3.2 The Venturers Search and Rescue is to maintain its inclusion on the ACPO Emergency Procedures Sub-Committees manual.

 

3.3 The Venturers Search and Rescue is to be covered by Public Liability Insurance and provide a copy of the Certificate to the Police.

 

3.4 The Venturers Search & Rescue will comply fully with Road Traffic legislation with regards to the use of their vehicles on roads or other public places.

 

3.5 Vehicles used by Venturers Search and Rescue are to be fully roadworthy-

 

3.6 All members of Venturers Search and Rescue are to be folly trained by that Organisation for the tasks they may be expected to perform.

 

3.7 In the event that the Venturers Search and Rescue act on their own initiative, i.e. during severe weather conditions patrolling appropriate areas, they will notify the Police contact numbers shown.

 

3.8 At alt times that the Venturers Search and Rescue is mobile under this Memorandum of Understanding the team will be in possession of a mobile phone, which is to be constantly monitored. The telephone number of this phone is to be passed to the Police contact point.

 

3.9 No costs will fall to the Police in respect of any utilisation of the services of the Venturers Search and Rescue.
